On February 12, 2019, the kick-off meeting was held in European Commission’s DG Environment building at Brussels, Belgium. That officially launched the project CeNoBS - Support MSFD implementation in the Black Sea through establishing a regional monitoring system of cetaceans (D1) and noise monitoring (D11) for achieving GES, co-funded by the European Union. The project unites 10 partners from Black Sea countries Romania, Bulgaria, Turkey and Ukraine (Mare Nostrum NGO, National Institute for Marine Research and Development and Ministry of Water and Forests, Romania; Green Balkans NGO, Institute of Oceanology – Bulgarian academy of Science, Black Sea Basin Directorate, Bulgaria; Ukrainian Scientific Centre of Ecology of Sea; TUDAV and Black Sea Technical University, Turkey) and ACCOBAMS Secretariat. The meeting was attended by representatives of DG Environment and DG Mare of EC that are sharing the responsibility on implementation of EU Marine Strategy Framework Directive. Several fruitful discussions and presentations were held at the event and the start and implementation of the project was discussed in accordance with the planned and approved activities and timetable.
The project and its activities aim to support second cycle of EU MSFD implementation in the Black Sea. Among main project goals are to fill the scarce data on distribution and abundance of cetaceans’ populations in the Black Sea, the impact of bycatch (unintentional catch of cetaceans in fishing gear) on these protected species and to enrich the national and transboundary experience of implementing effective noise impact monitoring. Final results will support competent authorities for implementation of MFSD in Bulgaria and Romania, as well as promote the objectives of the Directive in neighboring non-EU countries, thus improving coordination between Black Sea countries and harmonizing monitoring programs.
